Dr. Thomas Bradshaw currently serves as Deputy Director in the Office of Professional Responsibility within the Virginia State Police. He is a distinguished, experienced law enforcement professional who oversees complex, high-profile operations. Dr. Bradshaw holds certification as a Virginia State Personal Protection Specialist (PPS) and serves as a Senior Instructor. He is also a Technical Member of the Board of Executive Protection Professionals and is Board Certified as a Protective Operations Manager. His prior service includes 13 years as Assistant Unit Commander and Executive Officer of the Executive Protective Unit for the Office of the Governor. He also previously served as an Intelligence Officer for Threat Assessments and as a Medical Officer for the Protective Detail.

Dr. Bradshaw possesses 16 years of dedicated experience in Emergency Medical Services and currently holds the designation of a National Registered Emergency Medical Technician (Tactical). He is an alumnus of the United States Secret Service Protective Operations and the United States Department of State Diplomatic Security Service Academies. His professional background includes seven years of service as a Master Operator with the Virginia State Police SWAT Team. Dr. Bradshaw has acquired substantial expertise in managing high-profile events, such as Governor and Presidential conventions and inaugurations. He has also advanced, protected, and overseen protective operations during trade missions globally, collaborating closely with the U.S. Embassy and foreign authorities.

He is a Nationally Certified Instructor by the International Association of Directors of Law Enforcement Standards and Training. He is also a certified Instructor in Incident Response to Terrorist Bombings through the U.S. Department of Homeland Security and a certified Terrorism Instructor for Law Enforcement Officers through the Department of Justice. Additionally, he holds certifications from the Virginia Department of Criminal Justice Services as a General, Personal Protection Specialist, and Emergency Vehicle Operator Course Instructor. He has developed and delivered training and consultation services for the Virginia State Police and for international, local, county, state, and federal law enforcement agencies, specializing in executive protection, political assassinations, special event planning, threat assessments, and intelligence gathering. He also holds a National Certified Crime Prevention Specialist II certification from the National Crime Prevention Association.

Dr. Bradshaw serves as an adjunct graduate professor at the University of Virginia School of Continuing and Professional Studies, Center of Public Safety and Justice. He previously held an adjunct professorship at the University of Phoenix College of Criminal Justice and Security. He earned a Doctorate in Strategic Leadership from Liberty University. Additionally, he holds a Master's degree in Public Administration from Troy State University, a Master’s degree in Public Safety from the University of Virginia, and a Bachelor of Science in Governmental Administration from Christopher Newport University. He was awarded a Postdoctoral Executive Fellowship in Criminal Justice from the National Policing Institute (2023–2026). He is also a member of the Professional Alpha Phi Sigma - National Criminal Justice Honor Society and received the Executive Protective Institute Achievement Award for Outstanding Professional Accomplishments.
